Insulation is a key Healthy Homes area, but it is not always straightforward. The visible insulation may be old, compressed, disturbed, inaccessible, incomplete or poorly documented. A practical assessment helps landlords understand what can be seen and what needs confirmation.

What the Insulation Standard Covers
Rental properties generally require ceiling and underfloor insulation that meets the relevant requirements and is in reasonable condition, unless a valid exemption applies.
New builds and consented renovations may need to meet Building Code insulation requirements that exceed the Healthy Homes minimum.
Ceiling Insulation Checks
Where roof space access is safe and available, we check whether insulation is present, whether it appears continuous, and whether there are obvious gaps, compression, damage or moisture staining.
Limitations are important. Low roof spaces, unsafe access, stored items or construction design can restrict inspection.
Underfloor Insulation Checks
Where subfloor access is safe and available, we check underfloor insulation presence, visible condition, fixings, sagging, damage, moisture effects and areas blocked from view.
Underfloor checks should also consider dampness, ventilation and ground moisture barrier issues because wet conditions can affect insulation performance and durability.
Common Insulation Documentation Problems
Landlords may need records of insulation type, location, condition, exemptions or previous compliance documentation. A visual inspection does not always confirm R-value or installation date.
Where records are missing, further specialist confirmation may be required.
Practical Maintenance Advice
Disturbed or damaged insulation should be reinstated or replaced as appropriate. Wet or contaminated insulation should be assessed carefully, and the source of moisture should be addressed first.
Insulation work should be completed safely and by a suitable person, especially around electrical wiring, downlights and confined spaces.

Frequently Asked Questions
Do all rentals need ceiling and underfloor insulation?
Rental properties generally require ceiling and underfloor insulation unless an exemption applies or access is impracticable or unsafe.
Can a visual inspection confirm the exact R-value?
Not always. Visible inspection can identify presence and condition, but exact R-value may require records, product labels or specialist confirmation.
What if the roof space or subfloor cannot be accessed?
The access limitation should be recorded. Further investigation may be recommended if risk indicators are present or records are missing.
Does old insulation need replacement?
Old insulation may need topping up or replacement if it does not meet requirements or is not in reasonable condition.
Can Cozy provide repair recommendations?
Yes. We can provide practical recommendations and identify whether insulation installer, electrician, builder or moisture specialist input may be needed.
